<br />is. Mr. Hartronft stated that it is roughly 22 to 24 feet at the widest point. Ms. Kalish asked what <br />they are proposing to be on top of the piped ditch. Mr. Hartronft stated that there is manicured <br />landscape up to the easement line providing some rocks and shrubbery to separate the area and let <br />natural grasses take over to the north of the area. <br /> <br />Commissioner Pritchard asked if the applicant anticipates that any of their users will require <br />rooftop antennas. Mr. Hartronft stated that this building will not be high enough to support <br />antennas. <br /> <br />Commissioner McAvinew asked if the applicant has discussed with the Ditch Company the <br />grading of the inlet and outlets of the ditch culvert. Mr. Hartronft stated that they have the <br />recommendations of the Ditch Company on the design of the inlet and the outlet structures as well <br />as the grading around there for access in and out as well as they cleaning operations. <br /> <br />Commissioner McDermott asked if the flooding that happened two years ago was the first time <br />that had ever happened. Mr. Della Cava stated that it has happened on several occasions and that <br />on each occasion it has been down stream. Mr. Della Cava asked the Ditch Company to do a <br />little bit better job of maintaining the ditch by trimming the trees and taking out some of the dead <br />ones that grow along the banks. They are a hazard to the apartments. Mr. Della Cava realizes <br />that the Ditch Company does not have the appropriate resources to do more with the ditch in <br />terms of maintenance. The ditch will not be maintained because of lack of funds and as a <br />consequence the applicant felt the best thing to do would be to pipe it to eliminate the <br />maintenance problem. <br /> <br />Mr. Hartronft stated that another advantage of the piping is that it gives them a convenient point <br />at which to divert water and shoot it back up. The inlet of their pipe on the west side of the <br />property would be a low spot where if the ditch were to overflow on the down hill flow it would <br />go through their parking lot and to the detention ponds and out away from all of the buildings. <br /> <br />Staff Summary and Recommendation: <br /> <br />Paul Wood stated that Staff is recommending approval of Resolution No. 4, Series 2000, with 8 <br />conditions of approval. Staff recommends to the Commission that the following three conditions <br />be added. One that a shared parking and access agreement between Christopher Plaza I and <br />Christopher Plaza II shall be recorded prior to or concurrent with the recording of the Final Plat <br />and Final PUD subject to Staff review and approval. That the January 13, 2000 revised grading <br />and drainage plan and the January 14, 2000 grading and drainage report shall be incorporated into <br />the plans submitted for City Council consideration.
