<br />Mr. Hartronft went over some of the benefits to this dedication. To reduce the density of this <br />development allows the applicant to not maximize this site which is a benefit to Louisville as a <br />whole as well as to this particular site. It will also preserve an existing open space wildlife <br />corridor if it does not become an active trail for the park system it still is a corridor in the city now <br />which would continue to be used by certain members of Louisville’s population. It does provide <br />options for increased open space to the north when that property is annexed. The healthy and <br />mature trees would remain on the site and would be irrigated by the developer. The developer is <br />providing landscaping and revegetation to that area at no cost to the City. The developer is also <br />providing irrigation to that landscaping at no cost to the City. An easement will also be provided <br />for access to the north as well as the crossing structure that would have to be installed over that <br />ditch should a road be put through there. The piping would eliminate the hazard of the ditch the <br />way it exists today and ditch maintenance will be eliminated once the ditch is piped. The applicant <br />has created the whole development plan around the assumptions that it was approved before and <br />should be approved again instead of starting over with their development, the applicant requests <br />that the open space dedication be accepted. <br /> <br />Public Hearing Closed Commission Comments: <br /> <br />Commissioner Thompson would like to pass this resolution with the minor modifications as <br />proposed on parking the updated drainage plan as well as the potential public access in the event <br />that the dedication is accepted. Thompson is comfortable with the parking to have less parking <br />and more landscaping. <br /> <br />Commissioner McDermott is concerned with the 25-30 foot strip of land being isolated there as <br />being dedicated as open space and how it will be used. If the trees over 5 inch in diameter are all <br />going to be removed, 28% of the 34 trees remain so there will not be many trees left there. <br />Someone will have to plan on replacing those trees if they are going to retain that as some kind of <br />a barrier. Mr. McDermott is concerned with a tremendous drop off to the west in the ditch where <br />it goes through an old diversion structure for irrigation and would like to see it developed quickly. <br /> McDermott likes the project. <br /> <br />Commissioner Leh will support the resolution with the changes that have been proposed. <br /> <br />Commissioner Lipton would like to see landscape substituted for parking for the next phase. Mr. <br />Lipton’s biggest concern is the dedication of Outlot A. He feels that giving this outlot does not <br />provide significant public benefit. The benefits will be derived by the building users that will have <br />more natural landscape or open space to look at. He does not see how the community will get <br />very much out of this. Lipton is reluctant to accept dedications of land where the Staff is <br />recommending not to take the dedication. Liabilities for the City may be accepted that may not <br />necessarily have to be accepted. Lipton would rather get the cash-in-lieu and have the City be <br />able to invest that money in open space and trails and community needs. He does think it is a <br />terrific development plan. <br /> <br /> <br /> 5 <br /> <br />
