Members of the Public:
Charles Hunter: 949 St. Andrews Lane, Louisville, CO 80020. He purchased a home in Louisville
8 years ago and the power line is in his backyard. He does not support the relocation of the line
because it demonstrates the ultimate in Not In My Back Yard ism (NIMBYism). He does support
the replacement of the line.

David Waldman: 255 Centennial View Dr., Louisville, CO 80020. He lives on the east/west
section of the power line before it turns south through the rest of the city. He cautioned the
Commission and Xcel Energy to change the wording of future communication so that all citizens
understand what section of the line they are referring to. Until Monday he did not feel that he
should be concerned. At that time he had a conversation with Mr. Diehl that clarified the extent of
the replacement. He is not convinced that the replacement is needed solely for Louisville as they
(Xcel) are leading people to believe. He feels that we are not getting the straight or whole story
from Xcel. If the Commission is going to consider an underground proposal he feels it is unfair to
bury only part of the power line.

Lipton requested if there were other members of the public that wished to address the Planning
Commission. Hearing none he moved to Commission questions of either staff or applicant.

Commission Questions:
Commissioner Kalish expressed concern over the public notification process for the original
hearing. Wood stated that notices were sent out in the typical manner and cannot confirm what
the 500-foot radius list of residents comprised. He would try to clarify for the Commission if they
desire.

Pritchard had a question for the applicant – Will technology improve in the future for the potential
to bury an electric utility line? Diehl answered that yes, he believed technology would change and
the cost would change as well.

Hearing no other questions Lipton requested a staff summary.

Staff Summary:
Wood stated that staff recommends approval of Resolution No. 1, Series 2001, a resolution
recommending denial of a Special Review Use to rebuild an above ground, 115 KV electric
transmission line for Xcel Energy based upon findings and conclusions lettered ‘a’ through ‘o’
inclusive by the Planning Commission. The Commission may approve with modifications, and/or
additions to the findings and conclusions.

Lipton requested summary from applicant.
Applicant Summary:
No summary given by applicant.

Lipton closed the Public Hearing and requested Commission comments.

Public Hearing Closed / Commission Comments / Vote:

4
