Commission Questions:

None.

Members of Public:

Councilman Tom Mayer, 580 Wildrose Way. Councilman Mayer stated that after the three hour
meeting that was held on Saturday, Council Members feel that they have all of the information
that they need in order to start making decisions on the three basic issues of floor area ratio, plus
how it would be allocated if it was limited, the parking requirements for downtown and also the
downtown design guidelines. Councilman Mayer does not feel that this moratorium will be
needed.

Nancy Love, 841 Front Street, Louisville. Ms. Love does not feel that this moratorium is needed
and would recommend that this moratorium be voted down.

Arlin Lehman, 908 Main Street, Louisville. Mr. Lehman feels that this moratorium is
discriminitive to the two projects that are before the Planning Commission tonight. He feels that
this moratorium is not necessary and asked that the Commission disapprove this moratorium.

Erik Hartronft, 801 Main Street, Louisville. Mr. Hartronft also feels that this ordinance was
targeted at certain individuals and that it is unfair. Mr. Hartronft suggested that if this is passed
at this time that projects that are in the final planning at this point be excluded.

Commission Discussion

Commissioner McAllister is not sure that a moratorium is going to have any noticeable impact on
these applications based on what has been heard so far. He would be inclined to vote for this if
the moratorium were for the processing of new applications.

Commissioner Pritchard does not feel that this moratorium would be fair to the applicants that
have been in the process for some time now. He agrees that he would be more willing to consider
this it the language was changed to allow the projects that are already in the process to be
completed.

Chairman Boulet stated that the only problem with not having a moratorium at this stage would
mean that not everybody will be on equal footing.

Commissioner Van Nostrand does not think that a moratorium is the appropriate route to take.

Commissioner Klahn does not like the idea of a moratorium and that it does disadvantage

3
