risk too little benefit. Felt the same way the first time this was before the P.C.

Thompson also in favor of cash-in-lieu. Nice building.

Commissioner Boulet if the area to the north comes in to development it would be a good idea.
Cash-in lieu best idea for this site.

Commissioner Solek thinks that this proposal will put a uses there that this community will benefit
from and it makes sense. As far as the ditch issue, she does not feel that something has to be done
with every piece of open space and feels that it is important for wildlife. Keep this as O.S
dedication. Chanelizing or piping does not appeal to her. If not accepted as os is there an option
of cleaning out the ditch and leaving it as a pocket of trees. Does it have to be chanelized or
piped? Paul Wood responded that the owner probably will not participate in that effort. There
are options however, he does not know if the City would be willing to clean up the ditch. Solek
would like to keep character of this ditch.

Commissioner Pritchard likes the project. Agrees with Commissioner Solek, however if not
maintained it will be a problem. Would like cash-in-lieu.

Commissioner McAvinew passive as a buffer. There would be more control if it were dedicated.

Lipton if we accept dedication, there would not be much public purpose. Not purpose of public
dedication. Better places for O.S.

Commissioner Boulet add “or provide casn in liew of the os dedication. “ does not have to be
decided at the preliminary PUD. Will have to handle property line one way or another. More
discussion on a Final.

Solek would like information on existing vegitation and wildlife along the ditch before making a
decision one way or another.

Motion made by Chairman Boulet to adopt Patricia Thompson to continue this item pending
additional traffic study information showing the impacts of the traffic, especially with respect to
the peak hours of the operation and the impact on the safety of pedestrians. And also the
possibility of having drop boxes elsewhere in the community to minimize the drop-off traffic. The
proposal would be continued to the December 14, 1999, Planning Commission meeting.
Seconded by Tom McAvinew.

Roll Call Vote:
Patricia Thompson, Yes; Chris Pritchard, No; Tom McAvinew, No; Betty Solek,
Yes; Bill Boulet, Yes. Motion passes 3:2.

C.Resolution No. 49, Series 1999, Bowes Property Annexation and Zoning Request,
th
80 Acres located at the SE corner of Dillon Road and 88 Street.

4
