<br /> <br />Staff Public Notice Certification: <br /> <br />Paul Wood, Planning Director, certified that public notice was published in the Daily Camera on <br />Saturday, October 24, 1999, posted in City Hall, posted by placard and mailed to surrounding <br />property owners on Friday, October 23, 1999. All Planning Commissioners verified that they <br />were familiar with the site. <br /> <br />Staff Report of Facts and Issues: <br /> <br />Mr. Wood presented the details of this matter as stated in the staff report. Direction received <br />at the October 19, 1999 Council meeting was that R-RR zoning would be a more appropriate <br />zone, as the PCZD was intended for mix-use developments. The R-RR zone district is <br />intended to provide for limited, large lot residential development. The zone district is to be <br />consistent with a low density, rural character. While the maximum overall density in the R- <br />one dwelling unit/per five acres <br />RR is , in order to encourage clustering of units the <br />minimum lot size is one acre. The R-RR zoning does allow up to 15.6 units based upon the <br />area of the annexation (77.87 acres). The applicant is requesting a total of 27 units. The <br />applicant is requesting that seven of those units would be transferred from the adjoining <br />parcel immediately to the east know as the Admor Parcel. Staff is forwarding Resolution No. <br />49, Series 1999, to the Planning Commission without condition. <br /> <br />Questions for Staff: <br /> <br />Commissioner Lipton asked about Admor property. City owns Admor and has development <br />rights. <br /> <br />Commissioner Solek asked if the City could sell lots on the Admor property. Wood indicates that <br />is not the cities intention. <br /> <br />Applicant Presentation: <br /> <br />Nacny Blackwood, Blackwood and Company, representing Jack Bowes and his mother. Would <br />like feedback for City Manager came to the Bowes Family twice in last six months. Zoning <br />inappropriate due to multiple uses. Accomplish the site plan one unit per four acres on GDP. <br />Triple R equals one unit per five acres. Development 27 houses combine both Bowes and Admor <br />combined Add condition of one unit per four acres. <br /> <br />Members of the Public: <br /> <br />Scott Johns, St. Andrews Lane. Commented that the infrastructure is lacking and will be further <br />impacted with 25 more houses. Provide better infrastructure. IGA 1 to 4 acres should stay 1 to 5 <br />acres. May have drainage problems and flooding. Would like to protect this side of the City and <br /> <br /> 5 <br /> <br />
