gave the details of these matters as stated in the Staff reports.

Commission Comments/Questions:

None.

Applicant Presentation:

The Commission began with Blockbuster and then Ink! Coffee and ABY Wireless.

Randy Haisfied, Manager of All Star Investments which is the General Partner for BDC Development,
the owner of the property. Mr. Haisfield provided the Commission with the answers that were asked
at the October meeting. Mr. Haisfield informed the Commission of other Blockbuster facilities that
are being located in neighboring cities. Mr. Haisfield has reviewed the proposed recommendations of
Staff with the applicant, Blockbuster, and they are in agreement with all of those.

Mr. Haisfield stated that the same presentation stands for Ink! Coffee as well as ABY Wireless. If
they have any specific questions there are people available to answer them.

Commission Questions:

Chairman Boulet asked about the design of the return box on the east side of the Blockbuster.

Bob Turner from Turnkey Properties representing Blockbuster. Mr. Turner stated that the drop box
will be one that people can walk up to and drop their videos into a drop slot and would prefer lighting
in the back section of the store for safety purposes.

Boulet asked Staff if there has been any thought given to the placement of the drop box, should it be
separate from the building.

Wood stated that he did not find a good location for a drop box, so his recommendation would be to
put it in the building where there is head in parking in front of the east elevation and also sufficient
lighting in the back of the building.

Haisfield suggested putting the box by the rear door where there is already lighting.

Boulet asked about the employee parking.

Haisfield stated that the employees are going to be asked to park on the western elevation on the
northern perimeter that they feel would be a good location for employees to park as well as on the
eastern elevation next to the trash enclosure.

Boulet asked how many employees will be working at the peak hours at the Blockbuster.

Turner stated maybe four or five.

6
