Planning Commission <br />Meeting Minutes <br />OCTOBER 13, 2005 <br />Page 3 of 8 <br /> <br /> <br />1.The applicant shall revise the subdivision document note to state, “25 foot utility <br />easement to be vacated by separate instrument”. <br /> <br />2.The applicant shall revise the Final PUD to reflect that the fixtures types for the <br />free standing poles on the perimeter of the parking, circulation and service areas <br />incorporate cut-off shielding to minimize the cumulative impact of glare on <br />residences to the north. <br /> <br />3.The applicant shall revise the PUD to incorporate wall mounted lighting fixtures <br />that are shielded. <br />Commission Questions of Staff: None. <br />Applicant Presentation: <br />Lynn Moore, Davis Partnership Architects, 2301 Blake St., Suite 100, Denver, CO. <br />discussed the following: <br /> <br /> <br />Building Material Sample Board <br /> <br /> <br />Service dock area landscaping and grading <br /> <br /> <br />Parking for staff during construction <br /> <br /> <br />Issues that have been resolved regarding the utilities. <br />Commission Questions of Applicant: <br />Deborski requested clarification of the parking from staff. Moore stated that only <br />employee parking will be affected during the construction and they will have another area <br />designated for their use. <br />Loo asked if the concerns of the Public Works Department had been addressed. Moore <br />stated that the issues regarding all the utilities had been resolved. Lipton suggested that a <br />condition of approval could be added to address the utilities. <br />Lipton asked if the number of hospital beds would increase. Moore stated that they would <br />not increase. The addition is for approximately 80% day or out-patient surgery so the <br />need for more beds was not increased. <br />Members of the Public: None <br />Commission Questions of Staff and Applicant: None <br />Public Hearing Closed / Commission Comments: <br />Deborski supports the project but has the same concerns that Loo ask about earlier <br />regarding the Public Works Department and the utility concerns. <br />Loo supports the project and will work the wording for an additional condition. <br />Dalton, Pritchard, Sheets and Lipton stated that they support the project. <br />Roll Call Vote: <br />Loo moved and Pritchard seconded a motion to approve of the Avista Adventist Hospital, <br /> <br />Surgery Suites,a final planned unit development (PUD) development plan, a subdivision <br />replat and an easement vacation request for a 30,400 SF 2-story addition to Avista <br />Adventist Hospital, Surgery Suites located at 100 Health Park Drive with the addition of <br />Condition No. 4 “The applicant shall coordinate with City staff to insure that the request <br />for a drainage and sanitary easement on Lots 5 and 6 has been addressed.” <br /> <br />
