Posted in City Hall, the Louisville <br />Public Library, the Recreation Center and the Courts and Police Department Building and <br />mailed to the surrounding property owners on October 21, 2005. The agenda was posted <br />on the City’s web site and at City Hall, the Louisville Public Library, the Recreation <br />Center and the Courts and Police Department Building on November 4, 2005. <br />Conflict of Interest and Disclosure: <br />Sheets disclosed that she considers the applicant a friend. <br />Deborski disclosed that his family owned business has done business with the applicants’ <br />business. <br />Staff Report of Facts and Issues: <br />Johnstone provided the following summary: <br /> <br /> <br />Property owners of 933 and 945 Lincoln Avenue are proposing to split their 2 <br />existing parcels in 3 roughly equal single family lots. <br /> <br /> <br />There are two existing homes on the property as well as various accessory <br />structures. The owners propose to raze the home at 945 Lincoln, but keep the <br />home at 933 and two of the garages. <br /> <br /> <br />Total property area is approximately 18,000 SF. Lots would average just over <br />6,000 SF and range from approximately 5,600 SF to 6,500 SF. Lot widths, as <br />proposed, would range from 49 to 55 feet which are all slightly under minimum <br />requirements for the Residential Low (RL) zoning district, which requires 7,000 <br />SF lots and 70-foot lot widths. The applicant applied for and received variances <br />for the proposed reductions from the Board of Adjustment. The Board of <br />th <br />Adjustment hearing was completed on April 20. <br /> <br /> <br />Other than the dimensional variances just described, new construction on the lots <br />will comply with applicable setback and coverage requirements from the Old <br />Town Residential Overlay. Conceptual building envelopes have been depicted on <br />the preliminary plat that was included with the submittal. <br /> <br /> <br />The house at 945 Lincoln is older than 50 years, so its demolition requires review <br />by the Historic Preservation Commission. They have reviewed a demolition <br />permit and did not find significant historical merit in the structure. They have <br />approved the demo permit. <br /> <br /> <br />Public improvements are already in place. The applicant is proposing a minor <br />right of way dedication to capture the location of the existing street and sidewalk. <br />Staff is also requesting an additional easement along Lincoln to achieve a <br />standard right of way dimension behind the sidewalk. The dedication of an <br />easement rather than right of way has less impact on the property rights, but still <br />provides adequate rights for the City’s use in this instance. <br /> <br />
