Discussion Item: Finalize Materials for Study Session with City Council <br />Helen shared the current draft of the discussion memo to be shared with City Council <br />during study session. <br />Helen asked if she should put the "highlights and goals" sections at the end. Ember and <br />Jeff suggested keeping the order the same, but to direct Council to the issues that the <br />board is most concerned about. <br />Helen suggested that she discuss the goals briefly then direct them to the <br />question /feedback sessions. <br />Tom suggested that we should emphasize that OSAB should consult on trail connectivity <br />(even on trails that are not on Open Space property). The board was of the opinion that <br />OSAB has already been granted that purview. <br />Linda is concerned that the document might be tackling too much, in too short of a time. <br />Laura likes the document, but suggested numbering the four big discussion topics to <br />make them very obvious. Christopher advocated the following ordering: 1) budget 2) <br />acquisition strategy 3) park advocacy 4) council vision. <br />Jeff and Ember were of the opinion that the budget issue is already being addressed by <br />Council and the City Finances Department. <br />Christopher asked about the third bullet point under "acquisition" regarding staff's role <br />and whether this discussion should be with staff rather than City Council. Mike pointed <br />out that staff's role in acquisition has been opaque to us and there needs to be more <br />proactive efforts and creativity (e.g. easements) in the process. Jeff felt like this area <br />needs attention and that the acquisition process is diffused among a lot of people. Jeff <br />feels like the City needs to "up its game" on real estate issues in general. The board <br />agreed that we need to stress this issue in our meeting. <br />Christopher suggested that the Coyote Management Plan be mentioned in the <br />accomplishment section. <br />Mike suggested we add "connectivity" to the "20 -year vision" section. <br />Helen felt like she had enough feedback and direction to revise the document. <br />Christopher, Laura, Mike, Helen, and Tom have committed to attend the study session <br />with City Council, currently scheduled for Sept 23rd. <br />IX. Discussion Item: 2014 Boulder County Open Space & Trails Request <br />Boulder County funds are tied up in flood recovery, so short -term funding of any project <br />is unlikely, but the County is still looking for requests, to keep the conversation going. <br />The County tends to like to fund regional trails, buffer corridors, etc. These County trail <br />requests go to City Council to review and discuss on Sept 2nd. Joe will present them. <br />The meeting packet included last year's Louisville trail and parcel request and County <br />responses.
