City Council <br />Meeting Minutes <br />September 2, 2014 <br />Page 4 of 16 <br />Mayor Muckle opened the public hearing and requested a staff presentation. <br />Planning and Building Safety Director Russ explained Resolution No. 50, Series 2014 <br />approves a Final Plat, Final Planned Unit Development (PUD), Special Review Use <br />(SRU) and an easement vacation for a City Maintenance and Storage Facility, totaling <br />48,608 SF on Lots 6,7 and 12, CTC Filing 2. Ordinance No. 1672, Series 2014 <br />approves the vacation of a 30 -foot wide drainage and utility easement between Lots 6, <br />7, and 12 of Colorado Technological Center (CTC) Filing No. 2. <br />The City Services Facility will be located in CTC and the property is zoned Industrial (I) <br />and Commercial Business (CB) and is governed by the IDDSG and CDDSG. A SRU is <br />need for the City Facility. The PUD for lots 6 and 7 was previously approved in 2008 for <br />84,430 SF flex/office space and the PUD approval was extended to 2011. Lot 12 PUD <br />approval was in 2009 for two flex/office buildings totaling 77,840 SF, which expired in <br />2012. <br />City Services — Plat, PUD, SRU and EV: <br />• 48,600 SF total area — administration /shops <br />• 21,203 SF heated storage <br />• CDDSG — 491' east side/ IDDSG — 100' west side <br />• Portion of building in I zone requires waiver for outside storage (exceeds 10 %) <br />• Site has 30% landscaping <br />• Proposed setbacks: Front — 242'; N- Side — 275'; S -Side — 85'; Rear — 13.8' <br />• CDDSG /IDDSG requires 68 parking spaces /149 spaces are proposed <br />• Two points of access — 120' from northern boundary and 225' from intersection <br />• Proposed Height: Admin /Shops - 26'; Heated Storage — 26'; Salt storage — 28' <br />Landscape Plan: <br />• 30% landscaping <br />• Complies with design standards <br />• Designed with drought tolerant, native species for reduced water usage <br />• Uses large native prairie grass which can be mowed <br />• Provides transition from adjacent agriculture /open space uses to CTC <br />Special Review Use <br />• Use Group #18 of 17.12.030, allows City Buildings as a SRU in all zone districts <br />• SRU has 5 criteria and staff finds all 5 criteria have been met <br />Easement Vacation <br />• 30' Drainage and Utility Easement originally platted between Lots 6, 7 and 12 are <br />no longer needed. Public Works agrees with easement vacation <br />
