Planning Commission <br />Staff Report <br />October 9, 2014 <br />The property was subsequently purchased by the Mayhoffer family and was used to hold <br />a pump house, which collected ground water on site and sent it to their farm via an <br />irrigation lateral. The Mayhoffers sold the property to Concord Properties, LLC. In the <br />purchase agreement, the Mayhoffers retained easement rights to operate the pump <br />house and continue the use of the irrigation lateral. <br />Concord Partners, LLC first submitted an application for this project along with a Phase I <br />Environmental Study and a Mine Subsidence Study to the City for review in February <br />2014. For various reasons, Concord Properties LLC sold the property to Hutchinson <br />Corner LLC in July of 2014. Hutchinson Corner LLC has continued the land use <br />application process and submitted a second subsidence investigation. The attached <br />technical reports have determined there is no evidence of subsidence and no <br />contaminants in the soil were found. <br />REQUEST: <br />The applicant is requesting approval a 6 lot final Plat and final PUD to develop 6 single <br />family detached units at the corner of Hutchison Street and Roosevelt Avenue. <br />FINAL SUBDIVISION PLAT <br />The property is zoned Residential Medium Density (RM) and is 55,432 SF (1.2 acres) in <br />size. The RM zone district allows one unit for every 3,500 SF of lot area. In this <br />instance, the zoning allows as many as 15 residential units by right. The applicant has <br />stated they do not see a multi - family development as being a part of the Old Town fabric. <br />The applicant believes a 6 lot single family detached development is more in character <br />with the surrounding neighborhood. Notes provided on the PUD prohibit the <br />development from having any more than 6 single family units. <br />3 <br />
