Planning Commission <br />Staff Report <br />October 9, 2014 <br />A 36 SF pump house used to pump groundwater into the irrigation lateral is located on <br />the south side of the property. A 200 SF concrete pad, which caps the abandoned <br />Acme Mine Shaft, is located on the north side of the property. The Colorado Department <br />of Natural Resources, Division of Mined Land Reclamation grouted and capped the <br />Acme Shaft in 1988. The shaft was also backfilled to a depth of 185 feet. <br />Overhead power lines traverse the northern and eastern boundaries of the property. The <br />LMC requires these lines be buried during the development of this property. <br />There are two mature trees located on the property. The applicant would be unable to <br />save these trees due to the geotechnical engineer's recommended 50' no build radius <br />from the mine cap and associated building setbacks. <br />Hutchinson Street <br />Environmental Site Assessment and Mine Subsidence Reports <br />Two environmental reports were completed for this development: <br />• Western Environment and Ecology, Inc. performed a Phase I Environmental Site <br />Assessment on January 15, 2013; and, <br />• CTL Thompson performed a Mine Subsidence Investigation on August 29, 2014. <br />The Western Phase I study was performed to "identify recognized environmental <br />conditions associated with the subject property': This included reviews of surface <br />conditions, soil conditions, and ground water conditions. The assessment revealed "no <br />evidence of recognized environmental conditions associated with the property." <br />6 <br />
