Planning Commission <br />Staff Report <br />October 9, 2014 <br />Access <br />The property has street frontage along Hutchinson Street and Roosevelt Avenue and no <br />alley access. LMC Section 17.12.050.G, of the Old Town overlay District states "where a <br />developed alley with a minimum right -of -way width of 15 feet, or a side street, adjoins a <br />rear or side lot line of a lot, access to a garage or off street parking space from a street <br />adjoin a front lot line shall be prohibited." In this instance, the property does not have a <br />developed alley, but they do have street side access. <br />During initial discussions with the applicant regarding this development, staff <br />recommended they consider using their 15% public land dedication requirement to <br />create a 15' buffer along Hutchinson Avenue. The 15' buffer would satisfy the following <br />project needs: <br />• Satisfy a portion of the 15% public land dedication; <br />• Provide a buffer for the existing mine shaft; <br />• Create an area for an interpretive park to be developed; and <br />• Prohibit driveways and direct access on Hutchinson Avenue. <br />Most of the homes in Old Town have rear alley access. In keeping with the character of <br />Old Town, staff believes the creation of a rear alley is more compatible with the character <br />of Old Town than conventional driveways. The applicant agreed to establish a 20' <br />private alley access for the residents to keep in character with the Old Town overlay <br />district. <br />Trash Collection <br />Initial discussions with the applicant involved having trash collection on Hutchinson <br />Avenue. Staff acknowledges there are some properties in Old Town which have street <br />side trash collection. However, those houses do not have alley access. To keep with <br />the character of Old Town, the applicant has agreed to establish the alley for trash <br />collection. <br />Interpretive Park <br />The applicant is proposing a 2,348 SF interpretive park as part of the public land <br />dedication requirement and as a nod to the historical Acme Mine presence. The <br />applicant hired Three Sixty Design, a Denver based landscape architecture firm, to <br />create the park design. Three Sixty Design consulted Parks and Recreation Department <br />in establishing the layout details for the interpretive park as shown in the PUD. <br />13 <br />
