L <br />City at <br />- <br />Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 11 <br />SUBJECT: <br />WASTEWATER TREATMENT PLANT AND STORMWATER <br />UTILITY PROJECTS UPDATE DISCUSSION <br />DATE: OCTOBER 28, 2014 <br />PRESENTED BY: KURT KOWAR, PUBLIC WORKS DEPARTMENT <br />SUMMARY: <br />Staff continues work on the design, cost estimation, and loan packaging for the proposed <br />new Wastewater Treatment Plant and the Eastern Outfall Stormwater Improvements. <br />The Wastewater Treatment Plant project is at 90% design with current construction <br />estimates and management cost anticipated at approximately $25 -27 million. Actual unit <br />costs for other projects in the region are the basis for this estimate. Staff is targeting 1st <br />quarter of 2015 to bid the project with multiyear construction beginning in 2nd quarter 2015. <br />This project is needed to keep the Wastewater Treatment Plant in compliance with <br />Colorado Department of Public Health and Environment rules related to water quality <br />requirements for Ammonia in 2017, infrastructure redundancy requirements in 2017, <br />projected requirements for Nitrogen and Phosphorous around 2020, and the dilapidated <br />condition of the existing VVVVTP processes. <br />The Eastern Outfall Stormwater Improvements project is now at 90% design with a current <br />estimated cost of $12.5 million. Staff continues discussions with Urban Drainage and <br />Flood Control District (UDFCD), Lafayette, and Boulder County regarding matching <br />funding and cost sharing agreements. UDFCD is bidding the project using their <br />prequalified contractor pool. Completion of this this project would reduce the areas of <br />Downtown, Highway 42 corridor, and the Wastewater Treatment Plant from the 100 -year <br />floodplain. <br />Staff has submitted loan applications to the State Revolving Loan Fund for consideration. <br />Those applications are based on the costs noted above. Staff is also continuing <br />discussions with bond counsel regarding traditional municipal bonding loans. These <br />discussion will help staff determine the best combination of interest rates and bond <br />covenant requirements, and will also help us determine if there are any additional <br />requirements on project costs such as Davis Bacon wage requirements. <br />The City is not committed to either of the projects above beyond consultant design costs <br />and staff time related to design, external agency approval processes, and cost partnering <br />discussions. <br />CITY COUNCIL COMMUNICATION <br />6 <br />
