<br />Council decided to discuss it at the first available Work Session after the Budget is completed. <br /> <br />Mayer moved that Council approve Ordinance No. 1239, Series 1996, place out for publication, and <br />set the public hearing for November 19, 1996, seconded by Keany. All in favor with Howard being <br />absent. <br /> <br />RESOLUTION NO. 69, SERIES 1996 - RESOLUTION STATING THE CITY'S INTENT TO <br />SIGN THE PETITION TO JOIN THE NCWCD AND MUNICIPAL SUBDISTRICT <br /> <br />Bill Simmons, City Administrator, reported that the petition process for the inclusion in the Northern <br />Colorado Water Conservancy District and the Municipal Subdistrict is nearing completion. He asked <br />Council to add to that list the City's ownership of 215 properties. <br /> <br />Mayer commended Simmons and Ronda Kelley for their work on this. <br /> <br />Simmons stated that the credit should go to Ronda Kelley for the time and effort she put in meeting <br />with all the property owners, including nights and weekends. Also, Linda Salas, who made herself <br />available on nights and weekends for petition signatures. <br /> <br />Mayer felt they should be so recognized and left it up to Simmons to do so. <br /> <br />Sisk moved that Council approve Resolution No. 69, Series 1996, seconded by Lathrop. All in favor <br />with Howard being absent. <br /> <br />AUTHORIZATION TO OFFER A PURCHASE CONTRACT TO BUY LAND FOR OPEN <br />SPACE <br /> <br />Bill Simmons, City Administrator, stated that the purchase contract would call for a price of$575,000 <br />for the 20 acre parcel as earnest money, with the rest to be held in escrow. The seller wanted to have <br />a General Revenue Code 10.31 exchange of property. Possession of the property is set to be on or <br />before April 1, 1998. If the closing takes place before April 1, 1998, it is agreed that the City would <br />lease back the property to the seller to continue the historic uses of the property until April 1, 1998. <br /> <br />Mayer moved that Council authorize Lathrop and Simmons to continue negotiations and for Council <br />to give them feedback on the existing contract to assist them, seconded by Sisk.
