He pointed out that about 25% of the <br />lot is in a drainage floodway. <br /> <br />Davidson called for Council questions. <br /> <br />Lathrop would be willing to look at a smaller caliper tree on the non-street frontage area. He wanted <br />the landscaping upheld on the exposure to Karen's and Hecla Drive. <br /> <br />Mayer suggested 2.5" caliper trees on the east, along the street frontage, and 2" trees on the other <br />areas as a comprorruse. <br /> <br />Sisk wanted to give direction to staff to get this resolved and come up with a landscaping plan that <br />made sense. <br /> <br />Bill Simmons, City Administrator, pointed out that the applicant's dumpster at their current location <br />is sometimes overflowing with debris on the ground occasionally. <br /> <br />Hunter stated that they will either have the dumpster inside the building at the new location or <br />outside, shielded with a wall of the same material as the building. <br /> <br />Davidson moved that Council approve Resolution No. 76, Series 1996, with the exception of <br />conditions No. 1 (with the exception of berming) & NO.8 be subject to negotiations with staff, <br />seconded by Sisk. Roll call was taken. Motion passed by a 6 - 0 with Howard being absent. <br /> <br />PRESENTATION - BOULDER COUNTY YOUTH SERVICE CORPORATION <br />EXPANSION - COUNTY COMMISSIONER JANA MENDEZ & RICK MYERS, <br />DIRECTOR OF YOUTH SERVICES (8:30 P.M.) <br /> <br />Jana Mendez, County Commissioner, stated that in the past the City of Louisville had employed 10- <br />12 young people in the summertime. She pointed out that an expansion would be a big money saver <br />for the City, as they offered to pay all of the administrative and transportation costs, including <br />insurance, give ECO passes to the young people, and coordinate new jobs the City would like to have <br />done that would be appropriate for 14-17 year olds. For half a team the cost would be $7,500 and <br />$15,000 for a full team. <br /> <br />Rick Myers, Director ofY outh Services, reported that last summer there were six corp members that <br />came from Louisville and 11 applicants, with a total of 225 applicants county wide for 100 positions. <br />They anticipated the numbers would be far higher this year. He stated that there is a national study <br />that proves that youth corp experience does lower arrest rates and increased hours worked by youth <br />that have participated in programs like this. <br /> <br />8 <br />
