Historic Preservation Commission
Meeting Minutes
October 20, 2014
Watson asked if anyone in the audience wished to speak in regards to this project. None were
heard.
Fahey stated this is the first time she has seen this design since she was not at the last
meeting. She appreciated the street facing facade and the efforts to retain the character of the
structure. She asked about the addition and asked why there wasn't a definition between the
old and new.
Watson stated the movement in the preservation industry is not to demarcate between the new
and the old.
Haley stated she is not against demoing the 12 foot addition and appreciates the additional
design approach on the Lafayette Street facade.
Echohawk stated she appreciated the additional information provided in the presentation. She
questions about the analysis on the roof in regards to a load bearing wall.
Johnson showed what was being referred to in the report. He further explained where the
lateral strength will be provided.
Fasick stated she missed the last meeting. She stated she does like the changes to the
project and states she appreciates the work Johnson does. She stated she is not concerned
about the 12 foot addition, but does not feel as though the second floor addition is appropriate,
based on the criteria we use for review. She read the criteria in regards to massing and size
and stated she does not believe she can support the project as it is designed. She stated she
believed a garden level would have been more appropriate.
Watson stated he appreciates Johnson's persistence and his approach to modify the Lafayette
Street facade. He stated he is going to support the project as it is currently presented.
Echohawk stated she is still struggling with the mass and size and with landmarking only a
portion of the building. She is concerned people will not be able to distinguish the historic
nature of the structure. She believes the plan is beautiful and happy with what has been done
but is still turning things over in her mind.
Watson stated he understands Echohawk's comments but also understands how buildings
need to evolve. He believes it is important to show how the board encourages these type of
modest modifications so others will come forward in retaining what they can of these
structures.
Haley stated she agrees with Watson.
Cindy Thomas spoke and stated they based their second story design on the information
provided on the City of Louisville website.
Watson made a motion to approve the resolution, as presented.
Fahey seconded the motion.
