Fasick and Echohawk voting against the project. <br />Stewart rejoined the meeting. <br />PUBLIC HEARING - 740 Front Alteration Certificate <br />Watson asked if there were any conflicts. None were heard. <br />Trice presented staff's report provided in the packet. She provided details on the north <br />elevation in regards to the siding and the painted sign. She stated the request is to replace the <br />existing siding with new siding to match the historic siding. She added the applicant has stated <br />they believe the age of the siding, and lack of any vapor barrier, is lending to the creation of <br />mold behind the siding. <br />John Gstalder, one of the owners, spoke on behalf of the request. He gave a detailed <br />description of the siding and explained how leaks were found. He then went into great detail <br />as to how they are trying to match the historical siding while providing more protection against <br />moisture. <br />Watson asked if the siding was a stock profile. <br />Gstalder answered in the affirmative. He continued on his analysis of the existing siding and <br />why it needed to be removed. <br />Stewart stated he was one of the two subcommittee members. He stated he believed the <br />existing siding appeared to be in remarkably good shape for its age. He stated the <br />subcommittee recommended an expert to look at possible ways to prohibit moisture from <br />entering the building without replacing the siding. <br />Watson asked if staff has looked at the NPS preservation briefs for siding. <br />Trice stated no. <br />Stewart asked staff what options the applicant has looked at. <br />Trice stated she was not sure. She recommended questioning the applicant. <br />Stewart asked the applicant if they were pursuing tax credits. <br />Gstalder stated they have not pursued tax credits for this project. He stated they know they <br />can patch the siding but they believe the issue will still persist. He stated they have <br />researched different sizes and types of siding that will improve the condition and further <br />preserve the structure. <br />Stewart stated he believes the board agrees with you that the structure needs further <br />protection. He stated he was hoping a credentialed professional was here to present their <br />findings. <br />
