City Council
Meeting Minutes
November 3, 2014
public land dedication language in the Louisville Municipal Code needs to be updated.
It was designed for larger subdivisions.
Council member Stolzmann felt it was not about an appropriate amount of time for the
appraisal, but about a current appraisal, which means something in different economies.
She did not agree with putting a fixed period of time on the appraisal.
Mayor Muckle also agreed there should be a more current appraisal. He stated the
monument for the Acme Mine project is a very important part of the project and for the
community, but questioned whether the City wants the liability of owning the land where
the mine shaft is located. He felt the project has many merits, but noted there are
issues with the appraisal and the liability for the mine shaft.
Mr. Phillips stated the request for a walking park was made by the Parks Department,
because of the close proximity of Louisville Elementary School. He explained it was a
joint effort to build the park instead of the cash in lieu fee. He stated this is an
opportunity to solidify the southern side of Hutchinson for school access from
Community Park to Hutchinson. He felt it would be better to build on the trail system
and noted it was not all about the Interpretive Park.
Council member Keany inquired about Mayor Muckle's concern over the subsidence at
the park area. Mayor Muckle stated his concern centered over whether the shaft has
been adequately mitigated before the City takes ownership.
Council member Keany asked Planning and Building Safety Director Russ to address
the Mayor's concern.
