Louisville City Council Meeting <br />January 7, 2003 <br />Page 6 <br /> <br />Davidson called for Staff presentation. <br /> <br />Planning Director Paul Wood reviewed the property owners, James S. Ray and Christina <br />Dozauer-Ray, have submitted an annexation petition to commence the annexation <br />process with the City of Louisville. The property is approximately 24,472 SF (.57 acres) <br />and is located at 100 W. Spruce Street. Approximately 7,986 SF of that gross total is <br />located within the Spruce Street right-of-way. The net area (less the right-of-way <br />dedication) is 16,486 SF, or .37 acres. The property has frontage on West Spruce Street <br />and has contiguity with the City on the north, east and west boundaries. A single-family <br />residence occupies the property. <br /> <br />Wood explained the applicants came before the City to purchase a sewer tap. Pursuant to <br />their request, they were required to enter into a pre-annexation agreement and as part of <br />the pre-annexation letter, the zoning was stipulated as Single Family-Medium Density <br />(SF-MD). The terms of a pre-annexation letter of agreement stipulate the owner convey a <br />conservation easement to the City restricting the property to one primary, single-family <br />dwelling unit. <br /> <br />Staff and the City Attorney' s office have reviewed the petition and find it to be in <br />compliance with statutory requirements. The property itself is not an enclave, but <br />represents the north half of an enclave, the southern half of the unincorporated enclave is <br />owned by David and Donna Schreiter. <br /> <br />Davidson called for Council comments or questions. There were none. <br /> <br />MOTION: Sisk moved that Council approve Resolution No. 2, Series 2003, and a <br />public hearing be set for March 4, 2003, seconded by Levihn. All in favor. <br /> <br />CITY ATTORNEY'S REPORT <br /> <br />No items to report. <br /> <br />CITY MANAGER'S REPORT <br /> <br />City Manager Bill Simmons asked the Deputy City Manager for an update on the City's <br />Trash Collection proposal. <br /> <br />Deputy City Manager Julie Boyd reported the deadline for the proposals was December <br />31, 2002. Six proposals were received from companies interested in being the City's <br />contractor for trash and recycling. The next step is the review and evaluation process, <br />where four outside volunteer trash experts have been contacted to review the proposals, <br />evaluate them and forward a report to the Council for the January 28, 2003 study session. <br />Council can then decide on the process, including public meetings. <br /> <br />Mayer asked for the names of the four experts. Boyd stated the four consist off Jeff <br />Callahan, Boulder County Solid Waste Program; Eric Lombardi, Eco-Cycle; a Boulder <br /> <br /> <br />
