City Council
Meeting Minutes
November 18, 2014
Council member Keany originally supported Option C -1, but was inclined to agree with
Mayor Pro Tem Dalton's suggestion for a simpler design in Option A. Mayor Muckle
also supported Option A, but was inspired by Option C -1 for the historic railroad
influences. Council member Loo also supported Option A.
Council member Stolzmann felt all the options were fairly similar. She voiced her
concern over the authenticity of Option D and felt it may appear to be just decorative.
She felt Option A was adequate, but was interested in knowing if a truss could be
integrated into the design rather than being a decorative detail.
Council member Leh voiced his support with Option C -1, but was concerned over
spending money for decoration. He would support Option A because it is similar to the
way the bridge looked like before the flood.
There was Council consensus of Option A and 4 -foot shoulders.
Public Works Director Kowar asked for Council direction on the stone. Ms. Meier
reviewed the options for the walls; Dry Stack Formliner or a Bush Hammered Formliner.
She noted single color stone does not look quite as natural, but is easier to maintain.
Mayor Muckle voiced his preference for the colored stone. Council member Keany
supported the Dry Stack appearance but had no preference for the color. Mayor Pro
Tem Dalton concurred.
Council member Leh preferred the Dry Stack appearance and the least expensive stain
to maintain. Ms. Meier noted the stone can be stained at a later date.
Mayor Muckle felt there was real value in the natural stone. He favored the Dry Stack
field stone and inquired about the cost of multi - colored stain. Ms. Meier estimated it
would cost $30,000 more and noted it requires someone with a lot of experience in
painting stone.
Parks and Recreation Director Stevens asked if the finish was graffiti resistant. Ms.
Meier stated an anti - graffiti coating can be applied and noted a rough texture is less
likely to get tagged.
Public Works Director Kowar requested Council determine what would be the best fit for
the walls.
Council member Stolzmann asked what formliner finish would repeat the historic wall
affect. Ms. Meier stated the Dry Stack Formliner would repeat the historic wall affect.
There was Council consensus for a multi - colored Dry Stack Formliner.
DISCUSSION /DIRECTION /ACTION —
