City Council <br />Meeting Minutes <br />November 18, 2014 <br />Page 9 of 16 <br />part of the design as the bridge is fairly wide and a truss of this nature would not do <br />well. They have discussed ways of integrating a truss into the bridge, instead of putting <br />a decoration on top, but at this point, they have not included it in the design. <br />Council member Loo addressed the cost of the bridge design and stated her <br />understanding that most of the Options for the design of the bridge could be done for <br />$3.6 Million. Public Works Director Kowar explained the range between A to D would <br />cost the City an additional $150,000 to $200,000 <br />Council member Loo inquired whether the City has funds to cover any overages in the <br />project. City Manager Fleming stated the overage could be incorporated into the <br />Capital Projects Budget. Public Works Director Kowar stated reimbursement for eligible <br />costs would occur in late 2015 or early 2016. <br />Council member Loo supported the hand painted stone work, Option C -1, and 4 -foot <br />shoulder. <br />Mayor Muckle inquired about the maintenance of the stained stones and the Corten <br />steel railing. Mr. Nemovitz explained the Corten steel railing would not require <br />maintenance unless it is vandalized. The formliner would require re- staining every 10 <br />to15 years. Ms. Meier explained a dark stained formliner has a tendency to fade over <br />time, but if it were vandalized, it could be sandblasted and re- stained. <br />Council member Loo voiced her concern over vandalism and graffiti. Mr. Nemovitz <br />explained a formliner design would deter vandalism. Generally vandalism occurs on a <br />flatter surface, but a formliner can be stained and an anti - graffiti coating can be added <br />to provide a backup approach to graffiti. <br />Council member Loo asked Parks and Recreation Director Stevens if he had a <br />preference on the color of the stonework. Parks and Recreation Director Stevens <br />stated his preference would be for a natural finish. <br />COUNCIL COMMENTS <br />Mayor Pro Tem Dalton supported Option A, which would return a simple rural entry into <br />the City. He did not support decorative features and noted they are not structural <br />features. He felt a simpler design would be better and is most likely to be fully funded. <br />Mayor Muckle agreed the Council is not prepared to have the trail discussion this <br />evening. He asked if there was an element of engineering or design to incorporate a <br />trail into the bridge design. Public Works Director Kowar felt there was enough room <br />under the bridge to accommodate a trail in the future. He noted any improvements <br />beyond the right of way would trigger an environmental study by the FHWA and CDOT <br />and delay the project one to two years. <br />
