City Council
Meeting Minutes
November 18, 2014
and agreed this is the best entry into Louisville. He supported 4 -foot shoulders. With
respect to aesthetics, he felt the South Street Underpass and the County Road Bridge
should tie together in design. He felt a future trail along Coal Creek makes sense over
crossing the street above grade. He addressed Public Works Director Kowar's
statement about the railroad causing the flooding, and felt opening up the land to the
northwest would be a benefit to the land and the landowner.
Scott Belonger, 697 Fireside Street, Louisville, CO felt the City should take advantage
of the situation and put the Coal Creek Trail under the bridge. Once the County Road
Bridge is open again it will most likely be a heavily traveled road and there will not be an
opportunity to relocate the trail under the bridge.
Jeff Meier, 470 County Road, Louisville, Co voiced his concern over the traffic speed on
the bridge, which is 25 mph. He noted people rarely go 25 mph on County Road. He
supported a 4 -foot bicycle lane and the mass of Option D.
Mike Perkins, 229 Vulcan Street, Louisville, CO voiced his support for Option C -1. He
felt it would tie into the past, the railroad bridge and offered more visibility. It would
announce the entry into Louisville. He supported the old -style bridge of Option C -1
Bob Parcher, 378 Grouse Street, Louisville asked what an 8 -foot bike path would do to
the width of the lanes on the bridge.
Chris Wecker, 115 Cherry Street, Louisville, CO stated the flood impact was a result of
the heavy debris and she was glad it was all cleared away. She supported Option C -1
with 4 -foot shoulders. She did not have a problem with the timing, but was concerned
with winter construction. She inquired why it is called the 95th Street Bridge. She
suggested not relocating the trail at this time and concentrating on rebuilding the bridge.
She would like to discuss the trail at a later time as it affects fencing and cattle grazing.
Randy Caranci, 441 Elk Trail, Lafayette, CO inquired why the bridge cannot be called
Murphy's Hill. He supported Option C -1, but questioned the rust stained railing, which
would create a maintenance issue. He supported a low maintenance bridge. He stated
BRaD discussed an issue involving a train accident this summer. If the train was
southbound, it would have blocked all three eastern entrances into the City (South
Boulder Road, South Street and Pine Street). Eastbound emergency vehicles would be
prohibited by the train. He encouraged staff to discuss this issue with CDOT. He would
also like to see the bridge replaced as quickly as possible.
COUNCIL QUESTIONS
Mayor Muckle agreed emergency access to the eastern entrances would be blocked.
Council member Stolzmann asked if the design could be done as part of the span
structure to look more like a real truss instead of a decoration. Ms. Meier stated they
had discussed this matter however it was cost prohibitive. Mr. Nemovitz noted it is not a
