Historic Preservation Commission <br />Meeting Minutes <br />December 15, 2014 <br />Page 4 of 7 <br />PUBLIC HEARING — 1036 Walnut Alteration Certificate /Grant Application <br />Trice stated staff is requesting a continuation because the application is incomplete. <br />Watson made a motion to continue the application until next month. <br />Fasick seconded the motion. <br />The motion was approved unanimously. <br />Discussion — Bylaws <br />Watson presented the bylaws and explained how these bylaws were amended to mesh with <br />the Planning Commission bylaws. <br />Stewart stated he agrees with the modifications. <br />Echohawk asked about page 7 in regards to committees. She asked if it has ever come up to <br />have an expert join our subcommittee. <br />Trice stated not that she knows, but reminded the board the bylaws are not set in stone and <br />may be modified. <br />Echohawk stated she brings that up just in case we need a siding expert. She also liked the <br />idea of technical briefs. <br />Stewart made motion to adopt the bylaws as presented. <br />Watson seconded the motion. <br />Fahey asked about a questions on page 12 regarding neglect of landmark properties. She <br />asked if the word was "shall or may ". Shall implies a responsibility or duty and may is at our <br />discretion. <br />Watson stated it might create a trigger for us to run around to find structures. <br />Stewart stated he believes the issue should be brought forward to us. He does not believe it is <br />our responsibility to go out and seek these issues. <br />Trice stated the LMC also covers this issue. <br />The bylaws were approved unanimously by voice vote. <br />Committee Reports — none <br />Update on Demolition Requests - : 1309 Grant, 556 Lincoln, 601 McKinley and 749 <br />Main <br />Trice presented the following: <br />
