Mayer withdrew his motion. Seconder, Sisk, agreed. <br /> <br />Davidson moved that Council approve the Fifth Amendment to the Homart Amended and Restated <br />Development Agreement deleting paragraph No. 7 in its entirety and substituting the language in <br />paragraph No. 6 that the road will be constructed at subdivision. Seconded by Davidson. Roll call <br />was taken. Motion passed by a 7 - 0 vote. <br /> <br />RECESS <br /> <br />Davidson called for a five minute recess. <br /> <br />Davidson called the meeting back to order. <br /> <br />DISCUSSION/DIRECTION - PARISH PROPERTY CONCEPTUAL DEVELOPMENT <br />PLAN - WEST OF LINCOLN AVENUE AND SHORT STREET <br /> <br />Paul Wood, Planning Director, stated that Wonderland Custom Builders submitted a conceptual plan <br />for 12 single family homes on this property located to the southwest of the intersection of Lincoln <br />Avenue and Short Street. The property is zoned RR, requiring a minimum lot area of 20,000 s.f. The <br />applicants proposed minimum lot areas of 15,700 s.f., shifting the balance into a one acre public park <br />dedication. The applicants were asking for direction on: <br /> <br />2.) <br /> <br />Is the city willing to accept the park as a public park and to work with them to install <br />the improvements in the park immediately using development funds generated from <br />the housing units to be built in the development? <br />Will Council support the innovative street design concepts providing they meet fire <br />and safety requirements? <br />Is them enough of a benefit to the City of Louisville to provide a variance to the R-R <br />zoned district? <br /> <br />Wood stated that this was not a plan that met the city's submittal requirements for a preliminary. It <br />had been at the request of the applicant to come before Council for discussion/direction. Staff did <br />not recommend forwarding this to the Planning Commission. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />Jim Leach, Wonderland Custom Builders, 745 Poplar, Boulder, Colorado, stated that the park is 1.8 <br />acres, 23% of the total land area. He reviewed the site plan. They had received a positive response <br />from the neighbors. <br /> <br />Davidson called for public comments. <br /> <br />10 <br /> <br /> <br />
