Davidson opened the public hearing and called for the applicant's presentation. <br /> <br />Larry Lynch, 7923 Grassmere Drive, Boulder, Colorado, presented an East Street Vacation Proposal <br />(see attached). Concerning the vacation ordinance, their first preference would be vacation ordinance <br />as submitted in their initial letter of request. He reviewed the PUD. He felt the architectural features <br />were above standard. There will be ultimately 60,000 s.f. of covered storage. <br /> <br />Davidson called for anyone wishing to speak on Ordinance No. 1176. <br /> <br />NONE <br /> <br />Davidson closed the public hearing and called for Council comments or questions. <br /> <br />Davidson asked about the alignment of 96th Street as it runs potentially through this property. <br /> <br />Tom Phare, Public Works Director, stated they had looked at several alternatives. He felt more time <br />was needed to analyze the benefits to Louisville of the different proposals. The alternatives range <br />from $500,000 to approximately $1.5 - $1.6 million between the north option ($500,000) and the <br />south option. Both options called for reconstruction of Hwy. 42 into a "T" configuration vs. a curve. <br /> <br />Mayer was reluctant to vacate East Street, as it decreased the city's flexibility. <br /> <br />Howard felt it would be more equitable for the city to trade East Street for the "blue" area on their <br />drawings. <br /> <br />Don Park, Park Engineering Consultants, 1240 Main Street, Longmont, Colorado, stated that they <br />were attempting to give the city a right-of-way with a reasonable width, which was a win/win <br />situation. <br /> <br />Sisk stated that the two-story building looked like a jail facility. He preferred to have Lot 1 traded <br />to Louisville now. <br /> <br />Lathrop did not like the lack of screening that there is with chain-link fencing. He stated that if the <br />outside buildings were built initially, he would not be so concerned about the screening. <br /> <br />Bruce Goodman, Chief of Police, stated that the chain-link fence was their recommendation for <br />security purposes to spot-light the area during night patrols. <br /> <br />Davidson felt Lot 1 should be dedicated to the city completely, not just temporarily for 5 - 7 years. <br />He felt the Cherry Street decision should be left to a future Council. He felt the entire facility needed <br />to be screened, with the security responsibility left primarily to the property owners. <br /> <br /> <br />
