when and only then such proposal for annexation will be referred <br />to the Planning Commission. <br />Step 3.) The interested parties proposing annexation will contact the <br />Planning Commission and begin detailed planning and negotiation <br />with the Planning Commission. The Planning Commission will assume <br />responsibility of acting as the focal point in spearheading the <br />final draft of the plan. They will be responsible for coordina- <br />ting and requesting the exact detailed requirements of the feasi- <br />bility studies to 'be conducted by the City. Upon completeion of <br />mil studies to be •conducted, they shall compile the data, evaluate <br />and make necessary recommendations of adjustment to the final <br />draft. The Planning Commission at this time should make one <br />of following recommendations to the City Council on submitting <br />the final draft. In the event the parties proposing the annexa- <br />tion do not subdivide or plat at the time of the annexation, then <br />ail requirements relating to open space, parks or other public <br />land dedication or fees in lieu thereof shall be invoked at the <br />time of subdividing or platting. This shall also be true of <br />other requirements normally imposed at the time of annexation <br />that are not actually imposed as a result of the land not being sub- <br />divided. <br />Annexation agreements associated with unplatted parcels <br />shall stipulate the maximum density to be allowed, the percentage <br />of the land that will be deeded for public use, and a provision <br />that the City is under no obligation to serve utilities to the <br />annexed area until the subdividing of the property has been <br />approved by the City Planning and Zoning Commission and the City <br />Council <br />- 2 - <br />
