Sec. 2. The Mayor is hereby empowered to make and enforce regulations necessary to make effective the pro- visions of this ordinance, and to make and enforce tempo- rary re gulations to govern emergencies of special conditions; providing such regulations are promulgated in writing, signed by hire and maintained in his office as publicre- cords.
