renewal authorities and the League opposes the
bill. It eliminates the power of condemnation
'-~ and grants to taxing entities other than the
municipality the right to veto certain of the
actions of urban renewal authorities. It also
restricts the kinds of housing assistance an
urban renewal authority might wish to offer the
residents of a municipality.
The impact fees were introduced by the Colorado
Association of Homebuilders and restricts the
ability of municipalities, counties, special
districts and school districts from levying or
having levied on their behalf impact fees on
development. The League will not support this
bill as it represents a most significant
intrusion into the municipal land use planning
process and imposes new responsibilities upon
municipal officials in the ways in which impact
fees will have to be assessed, collected and
administered.
Staff advised Council that the issues could be
discussed and looked at more closely at a study
session. Staff is recommending
that Council deny this Ordinance in order to
close the Series 1989 Ordinances for
Codification, and direct staff as to Council's
desire in introducing a new ordinance regarding
code changes.
Howard moved and Mayor Fauson seconded to
remove Ordinance #1015, Series 1989 from the
Table and be denied. By Roll Call Vote, the
motion carried 6-0.
(John Sackett joined the meeting at this time.)
UPDATE - BROADCASTING OF CITY COUNCIL
MEETINGS Asti-Caranci stated that on receipt of a letter
from Mr. Alex Belohrad, Director of Production
for the Louisville Public Access TV Channel 17
giving notice that they intend to discontinue
the broadcasting of City Council Meetings, she
8
