renewal authorities and the League opposes the <br />bill. It eliminates the power of condemnation <br />'-~ and grants to taxing entities other than the <br />municipality the right to veto certain of the <br />actions of urban renewal authorities. It also <br />restricts the kinds of housing assistance an <br />urban renewal authority might wish to offer the <br />residents of a municipality. <br />The impact fees were introduced by the Colorado <br />Association of Homebuilders and restricts the <br />ability of municipalities, counties, special <br />districts and school districts from levying or <br />having levied on their behalf impact fees on <br />development. The League will not support this <br />bill as it represents a most significant <br />intrusion into the municipal land use planning <br />process and imposes new responsibilities upon <br />municipal officials in the ways in which impact <br />fees will have to be assessed, collected and <br />administered. <br />Staff advised Council that the issues could be <br />discussed and looked at more closely at a study <br />session. Council could then direct staff as to <br />its desires. <br />DISCUSSION/DIRECTION - ORDINANCE #1015, SERIES 1989 - PROPOSED AMENDMENTS <br />TO MUNICIPAL CODE Read by title only, Ordinance #1015, Series <br />1989, "An Ordinance amending Titles 1 and 2 of <br />the Louisville Municipal Code." <br />Asti-Caranci stated that Ordinance #1015 was <br />tabled at the December 5th Meeting and was <br />referred to the January 16th Meeting for the <br />1990 Council to review. Staff is recommending <br />that Council deny this Ordinance in order to <br />close the Series 1989 Ordinances for <br />Codification, and direct staff as to Council's <br />desire in introducing a new ordinance regarding <br />code changes. <br />Howard moved and Mayor Fauson seconded to <br />remove Ordinance #1015, Series 1989 from the <br />Table and be denied.
