scheduled a meeting with Mr. Belohrad, staff <br />and representatives of Scripps-Howard to <br />'"'~ discuss alternatives and seek a resolution to <br />the matter. Mr. Belohrad's letter indicated <br />that the equipment was outdated and in poor <br />condition (equipment supplied by Scripps- <br />Howard), the reception was very poor as the <br />broadcast signal was very weak, and personnel <br />consisted of a few volunteers who are not <br />always able to come to all the meetings. <br />APPROVAL/DIRECTION - REQUEST <br />VARRA <br />Franklin stated that the volunteers (members of <br />TV-17, a non-for-profit organization) feel that <br />the equipment and signal are deteriorating and <br />put a strain on the individuals who are <br />donating their time to the production and <br />service of broadcasting the City Council <br />meetings. <br />The Franchise Agreement with Scripps-Howard was <br />discussed with regard to the the provision of <br />equipment by the cable company to the City for <br />broadcasting meetings. The equipment, <br />according to the franchise agreement, must be <br />adequate and made available to the City and <br />that the transmission of the broadcast be of a <br />quality nature. These issues are the focus of <br />future discussions to be held with Greg <br />Griffin, General Manager, as well as the issue <br />of personnel to run the equipment for the <br />actual broadcasting of the meetings. <br />Franklin stated that one of the alternatives <br />would be to have the City sponsor a training <br />program and Franklin asked that Council give <br />staff some direction as to the City's role or <br />commitment to this issue. <br />Council agreed that the broadcasting of Council <br />meetings was important and the financial <br />aspects should be explored. Staff was directed <br />to continue with the discussions regarding the <br />possibility of a training program sponsored by <br />the City and the financial impacts of that <br />proposal and to continue discussions with <br />Scripps Howard regarding the equipment and <br />transmission problems identified in Mr. <br />Belohrad's letter. <br />FOR OUTSIDE WATER AND SEWER SERVICE - <br />(Carnival asked to be excused from the <br />proceedings on this issue.) <br />Franklin explained that Chris Varra has <br />requested an "outside" water tap and a sewer <br />9 <br />
