All in favor. <br />REFERRAL TO PLANNING COMMISSION - GOOD SHEPARD <br />Franklin stated Mountain Mesa <br />Development Corporation has contracted <br />to purchase a 13 acre parcel known as <br />the Good Shepherd Christian Center. Mr. <br />Bergen owns a residence and acreage west <br />of the Center property. The property is <br />located within the Louisville Planning <br />Service area. Proposed uses include a <br />residential care facility in Mr. <br />Bergen's home, a mixed density single <br />family detached residential village for <br />seniors and a church facility. <br />Mayor Fauson moved and Carnival seconded <br />to refer the Good Shepherd Christian <br />Center to Planning Commission. Motion <br />passed. <br />CITY ADMINISTRATOR <br />Mayor Fauson moved and Howard seconded <br />to appoint and negotiate with Annette <br />Brand for the position of City <br />Administrator. By Roll Call Vote motion <br />passed 7-0. <br />CITY WATER ATTORNEY <br />Sackett stated he has made the decision <br />to abstain from voting on this subject <br />do to a possible conflict of interest. <br />Mr. Williamson was listed as a member of <br />the Avista Hospital foundation because <br />of the contribution that he had made, <br />this is the same as other did in <br />Louisville. <br />Hornbostel moved and Howard seconded to <br />replace Mr. Williamson as water attorney <br />and that our city attorney help us find <br />an interim water attorney until we can <br />hire another one. <br />Davidson stated he had looked into some <br />of the fees that have been charged by <br />other water attorney's in the area and <br />have found out that they are not quite <br />as high as Mr. Williamson's fees are. I <br />have found out that these fees include <br />purchasing the same amount of water as <br />7 <br />
