Carnival moved to adopt Resolution <br />No. 22 Series 1990, seconded by <br />Mayor Fauson. <br />Davidson stated he was also con- <br />cerned about using the service <br />expansion fee for reimbursement. <br />Did not feel that he could support <br />using the service expansion fee for <br />this landscaping. I think the golf <br />course should fund this project. <br />Davidson moved to add an amendment <br />to the original motion to delete <br />the use of service expansion fees <br />to repay for the landscaping, <br />seconded by Hornbostel. <br />Carnival had concerns with the <br />amendment to the motion. Had we <br />know what the concerns around this <br />area where going to be at the time <br />the golf came we would have ad- <br />dressed them at that time. I feel <br />this is a good way to have a com- <br />plete look along the golf course. <br />There has been other projects that <br />have been funded by the service <br />expansion fee throughout the city. <br />Asti-Caranci stated that if the <br />service expansion fee is used for <br />reimbursement then at some point in <br />time it would have to be paid back <br />because you are using a service <br />expansion fee for a different fund. <br />Carnival stated that the revenue <br />from the golf course should do this <br />at some point in time. <br />Carnival stated that would be part <br />of the motion that when the revenue <br />from the golf course is generated <br />that the reimbursement from the <br />course would repay the service <br />expansion fee. <br />After a lengthy discussion on <br />whether to use the service expan- <br />sion fee or not for reimbursement, <br />Davidson moved to amend his amend- <br />ment to state that except for phase <br />I which is approximately six lots, <br />
