cars being hit by flying golf <br />balls. <br />CITY ADMINISTRATOR'S REPORT: <br />Brand recapped to the Council what <br />had happened at the meeting Monday <br />regarding the park issue. There <br />was short term and long terms <br />discussed. It was a good discus- <br />sion. Carolyn Hoyt presented an <br />alternative to this issue. Park <br />around the recreation center were <br />also brought up. Another meeting <br />has been set for the 27th of June. <br />They will bring back suggestion <br />and we will show our plans that can <br />be done at the recreation center. <br />Council concerns were what are the <br />benefits for the city in trading <br />land with McStain. Council felt <br />they needed to keep all of their <br />options open when it comes down to <br />trading land. <br />Brand also presented to the Council <br />information regarding zero base <br />budgeting. A work session was set <br />for July 10, 1990 a 7:00 p.m.to <br />start going over the budget with <br />the Council. <br />Brand stated Phare will give a <br />brief presentation regarding Water <br />Right Acquisition. <br />Phare stated after a review of the <br />Water Fund Capital Improvement <br />Program which indicated a major <br />water rights acquisition which <br />could impact CIP funds allotted <br />construction of the South Treatment <br />Plan. In order to more accurately <br />identify the extent of the city's <br />ability to finance a major water <br />rights acquisition it is necessary <br />to have accurate cast estimates of <br />the treatment plan. These are <br />currently being developed and will <br />be plugged into the Water Fund 20 <br />year CIP. <br />Howard stated he did not want us to <br />close the door on water <br />
