Hornbostel: Was pleased that some of the concerns that he had <br />were being taken care of. One suggestion he had <br />was to let him and other handicapped people look <br />into other options in regard to the door openers. <br />Also a problem with the Library was the north side <br />entry and the slope that it has as you first come <br />out. This needs to be looked into with regard to <br />which way the doors should open. Having the signs <br />put in was a goad idea. Also he suggested that <br />the lip on the golf course entry be lowered. <br />Brand: Would like an opportunity to work with Hornbostel <br />and others regarding the handicapped issues. <br />Carnival moved to install the signs for the wheel- <br />chair and for Baysinger to go ahead with the <br />parking area, and have the other items addressed <br />at the budget work sessions, seconded by Mayor <br />Fauson. Motion Passed. <br />Hornbostel rejoined the meeting <br />Sackett asked to be excused from the next agenda item due to a <br />conflict of interest. <br />AVISTA WATERLINE RECOVERY <br />Carnival: If by accepting item number two if this was the <br />way to go regarding the recovery line. The City <br />required the hospital to put the fire hydrant in <br />and now it seems like since we have to pay for it, <br />it is not that important any longer. The city has <br />the same obligations as developers do when signing <br />agreements. I am all for negotiating for the best <br />deal, but it seems that we are not doing this but <br />telling them that we are not going to live up to <br />our end of the agreement. I feel that item number <br />3 in the staff report would be a better solution. <br />I feel this would be a win, win situation. <br />Davidson: The hospital did not require us to put the hydrant <br />in, the hydrant would have gone in there if that <br />was a normal development. As it is there is only <br />one building there and is made out of metal. I do <br />not feel this is a necessity. Since Avista has <br />agreed to option two in the staff report which is <br />remaining hooked up to the water line but <br />disconnecting the fire hydrant, it seems to me a <br />compromise. <br />Howard: Avista has made the secondary agreement and they <br />had other options. I do not feel that we are <br />sending a message to others that we are not going <br />to live up to our obligations. This was a mistake <br />and needed to be corrected. <br />15 <br />
