Lilles: As far as the waiting list for these homes we do
have 19 people on the list. Before you tonight is
a cooperation agreement between the Housing
Authority and the City of Louisville. In this
agreement is what we do is pay 10 percent of the
rent back to the County Treasurer as a payment in
lieu of taxes.
Terence Harmon, 589 W. Mulberry.
Harmon: Concerned with the low income housing. He felt it
had a lot of problems associated with it. The up
keep of the lawns and th
e upkeep of the homes are
not to the standards that you would find in the
privately owned areas. One concern that I have is
xeriscaping. T don't believe that the quality of
upkeep will meet the standards of the current
residents in the neighborhoods. What I would ask
is that Council not be rushed into making a
decision because of a one day deadline. I would
like to see a study done on the crime rate, what
happens to neighborhood values when low i
ncome
housing comes into it.
Davidson: With regard to the waiting list, where are these
people currently housed?
Lilles: At the present most are living in Louisville with
extended families and are in need of housing.
This waiting list is for people that requested
Louisville only.
Davidson: What are the qualification for someone to be
eligible?
Lilles: They have to be currently under the 50$ median
family income which is less than $20,000 for a
family of four.
Davidson: What will the maintenance and the upkeep of the
program be?
Lilles: The maintenance is provided by the County Housing
Authority. We maintain the houses and the tenants
maintain the lawns. There is a lot of
xericscaping done. We will be spending some of
the money to fix up the houses before people move
in. We do have a full time service to help with
the maintenance of the buildings.
Davidson: Will there be a standard on haw to maintain the
yards?
Lilles: The Housing Authority keeps a close eye on each
of the properties.
9
