Sackett: Felt it should be more costly for those who do not <br />recycle than if they do. I would have it set up <br />so that your trash collection monthly fee would be <br />more expensive if you don't recycle than if you <br />do. If you voluntarily choose not to recycle then <br />you pay more. There are a lot of ways to do this. <br />Howard: Suggested that a voluntary and a mandatory RFP be <br />done so we can see if it is really economical for <br />us to do one versus the other. <br />Davidson: Concurred with Sackett. Also does not want to <br />have the city pay for recycling out of the regular <br />budget. <br />Hornbostel: If we choo:5e mandatory who will administer it? <br />Will we have the city do this or will the hauler? <br />This is why we need to look at it in terms of the <br />RFP. I would like to see it go for mandatory. <br />Maybe there should be some type of incentive for <br />doing recycling. <br />Tanoue: Explained to the council the terms of contracting <br />with a single vendor for trash hauling and recy- <br />cling services. There is a statue that gives <br />Council authority to grant franchises which <br />identifies the appropriate matter for which <br />franchises can be granted. Trash hauling and <br />recycling is not included among those matters. I <br />feel that contracting is the way to go instead of <br />franchising. Under the statute, the city may <br />contract with a single vendor, but there are <br />certain limitations or conditions on the authority <br />of the city council to do so. The statute <br />prohibits the city from granting an exclusive <br />territory for trash hauling or regulating rates <br />for trash hauling. The city must give a six month <br />public notice before entering into the contract <br />for a single trash hauler by newspaper <br />publication. The city could not prohibit other <br />trash haulers from individually contracting with <br />citizens for trash hauling and recycling services. <br />Howard: Can we do anything to say that all trash haulers <br />must collect recyclable? <br />Tanoue: I would like to research this further. But it <br />seems to me that the city does have certain <br />licensing powers. <br />After a lengthy discussion by Council it was decided that with <br />the RFP it should be left up to the bidder and let them come back <br />to council with the best possible plan. Then council would take <br />this to the citizens. Two RFPs should be done, one mandatory and <br />7 <br />
