PROPOSAL - RESOLUTION FOR AIRPORT ACCESS <br />Brand: At a work session on November 29 Council had <br />mentioned that they would like to design a <br />resolution favoring the 96th Street Interchange <br />route, but there was no discussion on what should <br />be in the Resolution. <br />Hornbostel: I think there were a number of questions, and I <br />did get some answers to the questions that might <br />help people clarify something. As far as the HOV <br />lane, it will still be on 36th as far as the whole <br />plan is concerned. You wanted to know if money <br />from mass transit would be used for this, they <br />said no the mass transit plan would remain the <br />same, and the funds could be taken from an alter- <br />nate transportation fund that they had. We do <br />need to specify one preferred route. There were <br />two alternates off of that and we need to specific <br />one route. The IGA's would have to be done to <br />insure proper land use and planning, for things <br />like placement of traffic lights, open space, <br />speed control, and points of access. This would <br />be done on a parcel by parcel. There are three <br />questions that might be placed in the resolution. <br />1) Do we support the concept of the Northwest <br />Parkway using existing roads and open space to <br />support the infrastructure of roads in Boulder <br />County and to provide access to the airport? 2) <br />Do we support the use of IGA's to insure proper <br />land use, planning and quality control issues <br />along the parkway, such as open space, placement <br />of traffic lights, speed, and points of access? <br />3) Would we be willing to work with the county in <br />providing parkway easements and setbacks in order <br />to accomplish that goal? <br />Howard: Would the City of Louisville be responsible for <br />purchasing the open space? <br />Hornbostel: Right now it looks like the County is considering <br />purchasing the open space. What we may have to do <br />is work with them on a parcel to parcel basis as <br />to what the status of that property is and try to <br />work with them as far as things that are in our <br />city. Hopefully, when they set up the IGA's, they <br />would be setting down something that we would all <br />be required to do. We are not, at this point, <br />being asked to donate money. What we are being <br />asked it to look and see what is available and how <br />it's going to effect our city. <br />Brand: Commissioner Ron Stewart, came to meet with us on <br />Monday and brought along a map, which is subject <br />3 <br />
