Howard moved that Council approve Resolution No. 40, Series 1995, Final PUD Development Plan
for Hunter's Ridge as amended with both men and women's restrooms and showers. Seconded by
Sisk. Roll Call was taken. Motion passed by a 7 - 0 vote.

ORDINANCE NO. 1197, SERIES 1995 - FRANCHISE AGREEMENT BETWEEN THE
CITY AND SCRIPPS HOWARD CABLE COMPANY - 1ST READING - SET PUBLIC
HEARING 8/15/95

Griffiths read by title only Ordinance No. 1197, Series 1995, "An ordinance approving a franchise
agreement between the City of Louisville, Colorado and Scripps Howard Cable Company."

Davidson opened the public heating calling for staff's presentation.

Bill Blankenship, Human Resources Officer, stated that staff and representatives of Scripps Howard
met on a number of occasions over the last six months to negotiate this agreement. A draft franchise
agreement was reviewed with Council at its July 12 Work Session. Council had some concerns with
the draft and suggested they be reconciled. The issues were mutually resolved and are in this
document.

Susan Griffiths, City Attorney, reviewed the changes that had been incorporated into the document.

Greg Griffin, General Manager for Scripps Howard Cable, spoke of Scripps Howard's long term
relationship with the City of Louisville as a cable provider.

Davidson called for anyone wishing to speak on this ordinance.

NONE

Davidson closed the public hearing and called for Council comments, questions, or motions.

Sisk was concerned about the local office and strongly encouraged Griffin to locate the office in the
downtown area, if possible.

Griffin stated that he would begin immediately on the research on the local office and its location in
the downtown area.

Lathrop asked about the History channel.

Griffin stated that the programming contracts are negotiated at the corporate office. He hoped it was
one of the channels to come on the cable.

Mayer hope any further cable channels would be educational information due to the highly educated
community of Louisville.

9
