City Council
Meeting Minutes
March 18, 2014
Mayor Muckle addressed broadband benefits and asked if this would be available for
the City to provide to its residents. IT Director Neves stated at this time the goal is to
get the City Service Facility on board and to fulfill the City's needs.
Mayor Muckle asked Mr. Abeyta what level of service would the City's residents and
businesses receive. Mr. Abeyta stated they typically do not do fiber for home projects.
They provide self sites, fiber to towers and back haul capacities for the towers and are
connected to a nation-wide network for the World Wide Web. They do provide service
to all the school districts.
COUNCIL COMMENTS
Council member Loo fully supported the Zayo Group proposal.
Council member Stolzmann asked if there was any interest in completing the fiber loop
along 96th street. IT Director Neves explained he approached the question and was told
there is fiber running along the railroad track, but the Zayo Group does not have access
to it. They had negotiation but at this point, they have nothing along 96th Street.
Council member Stolzmann was in favor of the proposal and stated she would like to
complete the fiber loop. Mr. Abeyta stated things changes regularly and a customer may
request a fiber connection.
IT Director Neves stated there is real value in partnership with a local business.
Council member Jasiak was well aware of the Zayo Group's reputation and was grateful
to have Zayo Group in Louisville and as a business partner. She thanked them for
working with the City.
There was City Council support for the Zayo Group proposal.
APPROVE DESIGN/BUILD CONTRACT BETWEEN THE CITY OF LOUISVILLE
AND GOODLAND CONSTRUCTION, INC. FOR THE RECONSTRUCTION OF
COAL CREEK TRAIL DUE TO FLOOD DAMAGE CAUSED BY THE
SEPTEMBER 2013 FLOODS
Mayor Muckle requested a staff presentation.
CIP Manager Trettin provided a PowerPoint presentation on the Coal Creek Trail
Disaster Recovery Project. She outlined the project as follows: The Coal Creek Trail is
a 4-mile regional trail through Louisville. It runs from US 36 to Lafayette with east/west
connection and 95% of the trail is to be reconstructed. It does not include the underpass
at Dillon Road, FHWA/concurrent with Golf Course reconstruction. The work includes
return of trail to pre-disaster condition; mitigation at US 36 and beneath the BNSF
railroad; engineered embankment including rip-rap; landscaping/cobble removal and
seeding. The location of trail is consistent with pre-disaster condition and location.
40
