City <br /> Manager Fleming explained information will be sent to the adjacent property owners, <br /> there will be signage and barricades. The Police Department will initiate bike patrols. <br /> Violators will be given a warning and subsequent offences may result in tickets and <br /> fines up to $1,000. He stressed it's important for the reseeding process and from a <br /> public safety aspect. <br /> Council member Jasiak stated children can be the best enforcement to parents. She <br /> suggested on Earth Day, the Open Space Board members visit schools and present <br /> information about the reseeding and the importance to stay off the trail. <br /> Mayor Pro Tern Dalton suggested press releases, notices in the Daily Camera and <br /> posting signs. <br /> Council member Stolzmann stated the presentation allowed the residents to know more <br /> about the reconstruction process. She thanked CIF' Manager Trettin for her wonderful <br /> presentation. <br /> MOTION: Council member Stolzmann moved to approve the contract with Goodland <br /> Construction for the Reconstruction of the Coal Creek Trail, seconded by Council <br /> member Loo. Roll call vote was taken. The motion carried by a vote of 7-0. <br /> APPROVE RESOLUTION NO. 17, SERIES 2014 —A RESOLUTION APPROVING <br /> THE FIRST AMENDMENT TO THE COOPERATION AGREEMENT WITH THE <br /> LOUISVILLE REVITALIZATION COMMISSION FOR THE HIGHWAY 42 <br /> REVITALIZATION AREA GATEWAY PROJECT FUNDING <br /> Mayor Muckle requested a staff presentation. <br /> Economic Development Director DeJong explained the original agreement was <br /> approved on November 5, 2012 for the funding assistance for the City to construct the <br /> South Street Gateway project. This provides a safe pedestrian/bicycle gateway <br /> connection between downtown and the urban renewal area at the South Street <br /> intersection and under the BNSF railroad. It will also help redevelop the urban renewal <br /> area. Staff estimates a project cost for the South Street Gateway to be $2.9 million. <br /> The reason for the amendment to the Intergovernmental Agreement (IGA) between the <br /> City and the Louisville Revitalization Commission (LRC) is the City has not executed a <br /> construction agreement with the BNSF railroad for the needed improvements to the rail <br /> line and will not meet the termination deadline of April 1 , 2014 prescribed in the original <br /> IGA. The First Amendment changes the termination date to November 1 , 2014. No <br /> other changes to the Agreement are being made with this First Amendment. The LRC <br /> previously committed to partially fund this City project and is proposing the amendment <br /> to the IGA. <br /> Economic Development Director DeJong introduced Louisville Revitalization <br /> Commission members Michael Menaker and Bob Tofte and noted Mayor Muckle also <br /> 42 <br />
