Sisk recalled that this project had been approved a year ago.

Hardtronfi stated that they are increasing the square footage of the building and improving the project
architecturally.

Arlin Lehman, part owner and President of PADS that occupies most of the space, 705 Grant Street,
Louisville, Colorado, did not like the previous design and there was a tremendous water problem with
the basement of the structure.

Sisk was concerned about the lack of parking and felt the applicants needed to participate in the
solution.

Levihn suggested Council get together with the Downtown Association to discuss this problem.

Davidson stated, concerning the building materials that are on other areas of the building that are
going to be visible, that the building materials along the front should be extended on both sides, where
it is visible from the street.

Mayer wanted the Planning Commission to take up the parking issue. He asked if the applicant
would be willing to pay cash-in-lieu of whatever regulation would be in effect then, if they build an
addition after that regulation came on line. Such as, if the third story were added five years from now
and the new regulations were in place.

Keany was concerned about the increase in square footage and the lack of parking provided.

Lathrop reminded Council that they had just spent $50,000 to buy two parcels that will be parking
lots. There is also a parking lot behind the Historical Museum that is not utilized.

Davidson felt the parking issue was the City's responsibility to address.

Sisk moved that Council approve Resolution No. 41, Series 1995, amendment to the Final PUD
Development Plan, 908 Main Street, which would incorporate therein the Planning Commission's
concerns and any new construction that would take place, i.e. the second or third story, would be
subject to any rules and regulations in effect within the City of Louisville as it pertains to parking
payments, parking participations, or any other rules and regulations.

Davidson offered a friendly amendment that the exterior building material be on all sides visible from
the street.

Sisk added to the motion that it be on all sides of the building.

Mayer offered a friendly amendment that six bicycle racks be added in the rear of the building.
