Historic Preservation Commission
Meeting Minutes
February 9, 2015
Russ stated they have future agenda items at every meeting and the City Manager has
formal discussions on those items, with each director, to determine dates for each item
for the future agenda.
Morgan stated she understands but when she is told it is going to be on the next
agenda she expects it to be on the next agenda unless she is otherwise told.
Stewart stated his experience with City Council is he has brought up items for the
Council agenda and is hit or miss on hearing back from them. He thinks our board can
provide better outreach.
Preservation Master Plan
Trice handed out heart bombs to the board as an element of public outreach. She
stated the idea is to have a photo taken in front of their favorite place in Louisville and
staff will post it on social media.
The board appreciated the idea and was interested in participating.
To begin the discussion on the Preservation Master Plan, Trice stated the purpose of
tonight's discussion was to learn from the board how the preservation Master Plan can
provide tools, training or additional education on how the process works. She inquired
what training the board needs for future knowledge. She asked Koertje to speak of
what he learned from the CAMP training.
Koertje stated the first part of the CAMP training was a discussion in terms of legally
conducting a hearing and how to base your decisions should be based on the code. He
believed the board currently follows the rules discussed at the CAMP. He added there
was training on substitute materials and what alternatives are allowed. He believed this
would be good for the entire board to train.
Fasick believed training on the Secretary of Interior Standards would be helpful.
Stewart agreed with both Koertje and Fasick, but added there should be more ethics
training.
Trice asked if it would be helpful to have training on public outreach and PR.
The board generally agreed.
Watson stated it might be best to ask each board member what they are specifically
interested in.
Fahey stated she attended a session on working with a preservation architect who
stated there are differences between a preservation architect and an architect that does
preservation. She would like more education on this topic to understand the ins and
outs.
Watson stated as long as there is an economy of scales included.
