Lathrop stated that he needed more justification for changing a fee structure than what had been <br />presented in Council's packet. <br /> <br />Mayer stated that Tom Talboom, Chief Building Official, had stated that this would make it consistent <br />with the way commercial use tax is generated in the City. He stated that building construction could <br />not be done for $48.00/sq. ft. He pointed out that this document says that the City is going to use <br />the current standard valuation method that is also uses for commercial construction. <br /> <br />Davidson moved that Council continue this to the next meeting. Seconded by Howard. All in favor <br />with Sisk being absent. <br /> <br />Keany asked that there also be a comparison of surrounding communities and how their permits are <br />figured. <br /> <br />Ray Schlott, 647 Manorwood Lane, Louisville, Colorado, reminded Council that three or four weeks <br />ago they had met on a different subject and the Councilmembers brought up the fact that they had <br />higher costs than what they wanted to see for homes in this area. He stated that if it is a significant <br />increase, this would add to that kind of cost. He commented that there had been an introduction of <br />several practices within the Building Department that have also added costs which amounts to several <br />hundred dollars on each house built in Louisville. He suggested using the UBC book as a guide and <br />consider what the multiplication factor might be, as far as being used, in order to come up with the <br />rates. <br /> <br />DISCUSSION/DIRECTION FINAL SUBDIVISION REPLAT AND FINAL PUD <br />DEVELOPMENT PLAN - LOUISVILLE HOUSING AUTHORITY, SENIOR HOUSING <br />PROJECT <br /> <br />Peter Kernkamp, Planner, stated that the Louisville Housing Authority was requesting a Final <br />Subdivision Plat, PUD, and a Special Review Use to construct 30 units of attached elderly housing <br />for low to moderate income residents. It will be two stories with an enclosed center atrium. Building <br />coverage would be approximately 10,800 s.f. plus the 5,800 s.f. atrium and courtyard for a 36% lot <br />coverage, slightly over the 35% maximum lot coverage. Landscaping will be 32% of the site. There <br />will be 23 parking spaces which is more than required. A portion of the site is constrained by the 100 <br />year floodplain. The applicant is seeking a Letter of Map Revision (LOMR), which would put the <br />site outside of the 100 year limit. It may still require a floodplain development permit from the Board <br />of Adjustment for the parking lot and other portions of the development that may be located partially <br />within the 100 year floodplain. The Special Review Use request was due to the property being in a <br />split zone between R-L and R-M. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />(Applicant-unidentified) stated that they had met with the neighbors that lived within 500' of the <br />property to gather their concerns and ideas for the site, which they tried to use in the development <br /> <br />7 <br /> <br /> <br />
