They plan to enclose the atrium to use as a gathering place for the residing seniors. <br />A portion of the atrium will be partitioned off for a kitchenette and dining areas for the residents to <br />gather. He stated that the units are independent living units of approximately 600 s.f. each. The <br />residents will be 65 years old or over. <br /> <br />Suzanne Foster, 1590 Garfield Avenue, #C, Louisville, Colorado, stated that she is a member of a <br />townhouse association with eight units directly east of this proposed project. She had been under the <br />impression that the land was a park. She and other members of their homeowner's association had <br />attended various meetings concerning the project. She was very pleased with the project and felt it <br />would be a positive addition to Louisville. <br /> <br />Davidson called for Council comments. <br /> <br />Howard was pleased that the neighbors concerns had been mitigated at the various meetings. <br /> <br />Lathrop wanted assurance that this building will not be in the floodplain and the construction of this <br />site including the retaining wall would not cause the diversion of those flood waters into someone <br />else's property and cause them a problem. <br /> <br />Eric Hartronft, Hartronfi Associates, stated that they are going to be making application to FEMA <br />to for a Letter of Map Revision. He reviewed a map of the site plan and stated that the building <br />elevation is approximately 5' above the flood elevation on the FEMA map for that area. The flood <br />elevation is below grade there. He assured Lathrop that the possibility of flooding would be reviewed <br />before this project went forward. <br /> <br />Levihn asked how much higher they were than the ballfields below. <br /> <br />Hartronft stated that there is a drainage way that runs along the west side of the ballfields and is lower <br />than the ballfields and this site. <br /> <br />Mayer was concerned about the mass of the project. He was concerned about having only one <br />elevator with people on the second floor in wheelchairs or walkers and the elevator at some time <br />being out of order. <br /> <br />Hartronft stated that he would research that. <br /> <br />Howard moved that Council refer the Final Subdivision Replat, PUD Development Plan, and SRU <br />to the Planning Commission with Council comments. Seconded by Mayer.
