Peter Kernkamp, Planner, stated that this is for the development of 12 single family lots on the Parish <br />property located southwest of the intersection of Lincoln Avenue and Short Street and is zoned R-R. <br />The lots range from 15,000 s.f. to almost 21,000 s.f. with a land dedication of 1.61 acres, 20.9% of <br />the site, including Tract 1, a 1.33 acre neighborhood park and the proposed drainage detention. <br />Tracts 2 and 3 provide trail connections to the north and southwest. Tract 4 is a landscaped island <br />in the proposed street cul-de-sac. Planning Commission held a public heating July 11 and <br />unanimously approved the request subject to seven conditions of approval. All conditions had been <br />addressed except a note stating a total setback of 25' from both side lot lines should be eliminated <br />since the minimum side yard setback had been increased to 15'. He distributed to Council a revised <br />Resolution No. 43 with some notes that should be struck from the PUD. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />Jim Leach, Wonderland Hill Development Co., pointed out the public park located in the middle of <br />the development. The unique street designs are a result of trying to make the streets more pedestrian <br />friendly. He wanted the flexibility of being able to vary the setbacks with agreement of the staffthat <br />the variance would enhance the neighborhood. <br /> <br />Davidson called for Council comments and questions. <br /> <br />Mayer was concerned with number of trees specified on the PUD and their location. <br /> <br />Leach stated that they would be installed as the homes are constructed. <br /> <br />Mayer wanted included in the subdivision agreement that the cost for the park will not exceed what <br />is collected in service expansion fees for the area. <br /> <br />Levihn felt it was a vast improvement from when Council first started looking at the project. <br /> <br />Howard wanted to make sure there was enough radius for fire vehicles and that the fire district had <br />been consulted. He liked the street canopy landscaping, but was concerned about having it as part <br />of the PUD. He preferred it be covered in the homeowner's association. <br /> <br />Leach stated it could be handled through the homeowner's association. <br /> <br />Lathrop was not in favor of the City maintaining the cul-de-sac with a center island due to the <br />expense and difficulty in maintenance. He asked if there would be a homeowner's association and <br />would they maintain the island. <br /> <br />Leach stated there would be a homeowner's association, but he did not know if they would be <br />responsible for any of the maintenance of the island. They will primarily maintain the quality of the <br />neighborhood and create a sense of community. <br /> <br />9 <br /> <br /> <br />
