Louisville City Council Meeting <br />February 4, 2003 <br />Page 5 <br /> <br />Historical Preservation Commission - Seven vacancies: <br /> <br />Two 1-year terms expiring <br /> <br />January 2004; tWo 2-year terms expiring January 2005; and three 3-year terms expiring <br />January 2006. 1-year terms: Daniel Trudeau, Dana Echohawk, 2-year terms: Melanie <br />Muckle, Alicia Mahoney, 3-year terms: Michael Koertje, Laurel Tofte and Eric Hartronft <br /> <br />All members of Council were in favor of the nominations. <br /> <br />APPOINTMENT TO WARD 2 CITY COUNCIL VACANCY <br /> <br />Davidson nominated Susan S. Loo and Sheri Marsella, seconded by Sisk. <br />MOTION: Davidson moved the nominations be closed, seconded Keany. All in Favor. <br /> <br />Davidson reported at the January 21, 2003 regular City Council meeting, there was a tie <br />vote for the two candidates seeking appointment to fill the Ward 2 vacancy. The finalist <br />were asked to provide a two-page resume and prepare a five-minute presentation for the <br />February 4, 2003 Council Meeting, after which Council would ask questions, followed by <br />the candidate's summaries. Davidson asked the candidate's to make their presentations: <br /> <br />Susan S. Loo, 1020 Willow Place, Louisville, CO, thanked Council and voiced her honor <br />at being considered as a finalist for the Council vacancy in Ward 2. She shared her <br />philosophical beliefs on local government with the Council. <br /> · In a Democracy there is always a search for balance between responsive and <br /> responsible govermnent and it is Council's job is to maintain that balance. <br /> · Maintain that balance by asking if the issue has broad base general support, if the <br /> City has the money, and what would have to be given up and whether it would <br /> provide long-term value for the community. <br /> · Does not believe in accounting procedures to create money that does not exist, <br /> and although the City should hope for the best, it should plan for the worst. <br /> · The City is fiscal responsibility. Examples: refinancing City debt, healthy reserves <br /> maintained, and a contingency plan, should revenues not met projections. <br /> · Government exists to provide services individuals cannot provide on their own. <br /> · Ensure the following basic services are the first consideration: reliable water <br /> supply, sewage treatment, roads, and police protection. <br /> · Belief it is cheaper to maintain then to start over. Examples: Parks, City Hall, <br /> Library, Recreation Center all have to be maintained. <br /> · The golf course must be maintained because it is a valuable public asset. <br /> · Council should focus time and materials on issues directly affecting the City and <br /> all under its control. <br /> · Recession has affected the local economy, and stressed hard times create historic <br /> opportunities for intergovernmental and regional cooperation. <br /> · City should find common ground with its neighbors and establish equitable <br /> agreement, yet still maintain Louisville's character. <br /> · Supports responsible growth that pays its own way. <br /> · In times of fiscal stress, maintain the commitment to quality. <br /> <br />5 <br /> <br /> <br />
