Lathrop wanted the decision to be equitable for all parties. <br /> <br />Davidson suggested that since land dedication was 12% when the land was annexed in 1980. He felt <br />12% of the current value would be equitable. He asked the property owner if he would be agreeable <br />to that. <br /> <br />Phil Geil, attomey and operating manager for LLC/Belle Vista South Subdivision owners. He agreed <br />with the 12% of the current value be used. They had no problem with the right-of-way dedication. <br /> <br />Davidson moved that Council agree to 12% cash-in-lieu payment of the current value. Seconded by <br />Keany. All in favor. <br /> <br />DISCUSSION/DIRECTION - CENTURY OFFICE PARK - FINAL SUBDIVISION REPLAT <br />AND PUD DEVELOPMENT <br /> <br />Paul Wood, Planning Director, stated that Century Office Park is the location of the Lafayette State <br />Bank and a child care center, with the balance being Lot 3. Eastcor requested to replat Lot 3 into <br />seven lots for an office park development in a B-O, Business Office, zone district. The plan proposed <br />six additional office and service buildings and a destination commercial restaurant. This proposal is <br />approximately 66,000 s.f. The buildings on Lots 4, 6, 7, 8, and 10 were proposed as two-story with <br />30' building heights, with building exteriors being a combination of brick veneer and wood siding with <br />pitched roofs of metal and asphalt. Parking averaged five spaces per 1,000 s.f. Staffs review will <br />determine compliance concerning: Retail/commercial usage not exceeding 20% maximum, getting <br />additional detail on signage, review landscape plan revisions to bring into compliance with the <br />Gateway Design Guidelines, ensure adequate pedestrian access, and review proposed parking counts. <br /> <br />Keany asked if there was a specific printing business being proposed as part of this office park. If so, <br />he asked the City Attorney if it would be a conflict of interest for him to participate in this discussion. <br /> <br />Jim Junge, architect and planner for the project, 9630 E. Powers Place, Englewood, Colorado, stated <br />that there is a specific printing business being proposed, but they welcomed Keany's input and felt <br />there would be no conflict of interest. <br /> <br />Susan Griffiths, City Attorney, stated that the decision on whether or not Keany abstained from <br />voting because of a conflict of interest was his to make. <br /> <br />Lathrop disclosed that the proposed veterinary clinic happened to be their veterinarian, but he felt it <br />was a merchant relationship and not a conflict of interest. <br /> <br />Keany felt that looking at the overall plan was not a conflict of interest, but when it came to specific <br />usage and a specific tenant he would need to excuse himself. <br /> <br /> <br />
