of the City of Louisville, Colorado, at a Special <br />Municipal Election to be held on March 21, 1989, <br />the question of approving Ordinance #981, Series <br />1989, concerning the imposition by the City of a <br />3.00 Sales and Use Tax; and setting for certain <br />details of the election." <br />Stahl explained that Resolution #4 submits to the <br />registered electors of the City of Louisville at a <br />Special Municipal Election to be held on March 21, <br />1989, the question of approving Ordinance #981, <br />Series 1989, concerning the imposition by the City <br />of a 3% sales and use tax. <br />Williamson responded to a question by Anderson <br />regarding the length of time of the tax should it <br />be imposed stating that the tax must remain for <br />20 years to pay for the bonds, but that Council at <br />that time could consider repealing this Ordinance. <br />Mohr moved and Anderson seconded to adopt <br />Resolution #4, Series 1989. By Roll Call Vote, <br />Resolution #4, Series 1989 was approved 7-0. <br />RESOLUTION #5, SERIES 1989 - USE OF SALES TAX <br />PROCEEDS Read in its entirety, Resolution #5 outlines the <br />projects that will be constructed if Ordinance <br />#981 is approved by the voters on March 21, 1989 <br />and reiterates for the benefit of the voters the <br />City's commitment to earmark the additional <br />revenue for construction and operation of the <br />projects outlined. <br />Stahl stated that the alternative in Resolution #5 <br />that Council needs to address prior to adoption is <br />the question of whether to expand the Library at <br />its current location or relocate it to the Fischer <br />Building. <br />Anderson supports the adoption of this Resolution <br />as it identifies the projects that will be <br />undertaken with the proceeds from this proposed <br />increase in sales tax and the imposition of a use <br />tax. <br />Mayor Fauson stated that at first he supported the <br />expansion of the Library at its current location, <br />but now feels that the relocation will be in <br />everyone's best interest and the Library Board <br />supports this. <br />Mohr stated that he also supports the relocation <br />alternative for many reasons including anchoring <br />traffic producing facilities within the downtown <br />area where parking has already been addressed. <br />8 <br />
