Sisk moved that Council adopt Ordinance No. 1202, Series 1995, on seconded and final reading. <br />Seconded by Mayer. Roll call was taken. Motion passed by a 5 - 0 vote with Howard and Lathrop <br />being absent. <br /> <br />4.) <br /> <br />RESOLUTION NO. 51, SERIES 1995 - APPROVING FINAL SUBDIVISION <br />PLAT AND FINAL PUD DEVELOPMENT PLAN - THE HOME DEPOT <br /> <br />Paul Wood, Planning Director, stated that this proposal is for a 105,700 s.f. Home Depot retail home <br />improvement products store with an additional 23,535 s.f. outdoor garden center and 1,302 s.f. <br />contained in vestibules. The combined total square footage is 130,537 s.f. A total of511 parking <br />spaces, 3.96 spaces/thousand s.f., were proposed, which is at variance to the City standard of five <br />spaces/thousand s.f. Staff supported the parking ratio based upon the anticipated turnover of parking <br />and the location in regard to the distribution of that parking on the property. Landscaping will be <br />25% of the site, 125,566 s.f., with the caliper of the trees being 2.5" - 3". The Louisville Fire <br />Protection District requested that the southerly access remain open and unrestricted by one of two <br />design modifications. This request had been forwarded to the applicant. He continued to review the <br />overall Home Depot plan. Resolution No. 51 had six conditions of approval. The City Attorney <br />wanted a condition that this resolution not take effect prior to the effective date of Ordinance 1202. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />Frank Coda, Greenwood Farrow Architects, Irvine, California, stated that they would comply with <br />condition No. 4, upgrading the 43 parking lot trees to 3" caliper. He stated that they would probably <br />do all of the trees at 3". They were also in agreement with condition No. 2 concerning unrestricted <br />shared access for the Fire District. They had no problem with condition No. 5 concerning <br />landscaping. They are proposing to eliminate the Dyer sign and ask for 664 s.f sign on the front. <br /> <br />Davidson called for public comments. <br /> <br />Paul McCowan, 7616 Dyer Road, Louisville, Colorado, wanted to again go on record as to his <br />opposition to the annexation of the 60' parcel on Dyer Road. <br /> <br />Davidson called for Council questions or comments. <br /> <br />Mayer asked about bike racks. He was also concerned about lighting plan. <br /> <br />Coda was willing to have bike racks installed. He stated that in order to accommodate the height of <br />the lights, it would be a sacrifice on the foot candles. <br /> <br />Mayer suggested they consider 200 watts. He was concerned about the off-property spillage of <br />lighting and the safety of the accesses to the property. He wanted the sign (5' letters) at the front of <br />the building to be smaller. Conceming landscaping, he preferred Blue Spruce and Austrian Pine for <br />the evergreen trees. He wanted to know how much money would be involved for landscaping. <br /> <br />5 <br /> <br /> <br />
